Socioeconomic and impact analysis of Rogaland Theatre and Stavanger Museum
Background
Rogaland Theatre and Stavanger Museum are central cultural institutions in the Stavanger region, with significant importance for the city’s cultural identity, audience engagement and regional development. The institutions are planning a new, shared theatre and museum building at Kanniknhøyden and needed a solid evidence base to strengthen their case with owners and political decision-makers at the municipal, regional and national level.
In 2026, Silverlining Research conducted a broad analysis of the institutions’ socioeconomic value and impact, with a forward-looking perspective on the value-creation potential of the planned shared building. The analysis was also intended to serve as a strategic tool for the institutions’ internal development work.
Method
The analysis is based on four complementary steps: desk research and benchmarking of relevant key figures, socioeconomic calculations using the regional PANDA model, a survey of 1,025 respondents comprising current and potential visitors, and in-depth interviews with nine key stakeholders from the cultural sector, the business community and the political sphere.
Results
The analysis documents that, together, the two institutions generate significant direct and indirect value creation in the region in the form of jobs and tax revenue, with a clear multiplier effect on the local economy. The planned shared building is assessed as having the potential to further strengthen this value creation and attract a growing audience in the years ahead.
